Description
This report provides an analysis of all of the relevant primary and secondary legislation, regulations, circulars and procedures applicable to labour inspection and provides recommendations on what legal nd regulatory amendments are needed to bring Kosovo in line with international labour standards on labour inspection. The current legal framework and the planned changes in Kosovo related to the LI were analysed under the framework of international labour standards (Labour Inspection Convention, 1947 (No. 81), Labour Administration Convention, 1978 (No. 150), Labour Inspection (Agriculture) Convention,1969 (No. 129), Protocol 1995 and accompanying recommendations) and relevant EU documents (European Parliament, Resolution on Labour Inspectorate, 14 February 2014, SLIC common principles, and other relevant publications). This report was prepared under the framework of the Safety + Health for All Flagship Programme. The report was drafted by Linda Matisane (External Collaborator) under the technical guidance of Arsenio Fernandez, Specialist in Labour Administration, Labour Inspection and OSH (ILO HQ LABADMIN/OSH) and Blerim Murtezi, Project Officer (ILO DWT/CO Budapest). The following recommendations were validated by the LI and the Ministry of Finance, Labour, and Transfers on 22 and 23 July 2021 during a two-day hybrid workshop in Pristina.
