Abstract

Latvia’s trust in the U.S. as strategic partner stems from geopolitical pragmatism together with small state foreign and security policy choices. The symbolic value of Latvia’s economic development and democratisation for U.S. decision-makers coincides with Latvia’s search for a major country’s military and political patronage to counter Russia’s unsolicited advances.
