Abstract
According to research data, students with special needs face higher academic, psychological and social problems in higher education. Research shows that European countries have different understandings of what constitutes a disability and what is needed to include students with special needs in higher education. The Erasmus + partnership project “Smart Solutions for the Inclusion of Students with Disabilities in Higher Education” aims to develop integrated digital assistive technology services for higher education processes. Within the framework of the first stage of the project, the project partners have developed a tool for assessing the requirements of students with special needs for higher education. The article aims to reflect the process of developing an assessment tool and to describe the guidelines for developing the tool, which was determined by a theoretical analysis of selected data sources, inclusion and education policy documents using induction, deduction, and comparison methods. The evaluation tool developed was used to collect data for the identification of the needs of students for inclusive education. The comparative data from Latvia, Slovenia, Greece and Cyprus about the requirements of students in higher education are analyzed and presented.
