Abstract
Within the framework of this paper, the authors focus on the evaluation of the quality
of service provision at long-term social care centres (SCCs) for elderly people and the
link of this quality with parameters in the area of social care. The data of statistically
recorded parameters at SCCs (economic, household, service provision and SCC
occupancy rates) are used for the study. The impact of registered indicators on patient
average length of life (further on- ALF) as a quality indicator of care is determined by
using quantitative research methods. It is proven that the parameters registered at SCC
do not characterise the quality of care. Thus, without additional quality parameters of
the care process, which currently do not exist at municipal SCCs of the Republic of
Latvia, the registered parameters cannot be used for further research on the quality of
the elderly care process. Furthermore, the paper addresses the problem, which states that
without a quality records system for the determining of the quality of care, it is
impossible to carry out research that would demonstrate the quality of SCC services at
the respective SCC. Without the quality records system for the determining of the
quality of care, it is also impossible to establish the relationship between the quality of
SCC service quality and the costs that are required for the distribution of resources and
regional financial planning in the area of social security. The paper also emphasises the
influence of the quality records system on healthcare budgets.
