Populism and the Green Energy Transition in the Baltic States: A Populist Encounters Research Group Stakeholder Workshop Report

Abstract

This report summarises the discussions and insights generated during the stakeholder workshop “Populism and the Green Energy Transition in the Baltic States.” The event brought together 28 participants - researchers, policymakers, civil society actors, business representatives and journalists - to explore the sources of resistance to climate and energy policies, the narratives and actors shaping public debate, and potential pathways to address these challenges in the Baltic states. The workshop was formed as a part of an emerging research initiative focused on understanding how populism interacts with climate and energy policy in Europe, with particular attention to the Baltic region. The interactive format encouraged participants to collectively map the actors, narratives, and institutional dynamics that contribute to resistance to green
transition policies, while also identifying best practices and potential solutions.
