Abstract

The Thesis “Ethics of Social Work in Limited Personnel Resources in Social Service” aims to study the most typical strategies for solving ethical dilemmas of social workers in the conditions of limited personnel resources in Riga Social Service and to prepare propositions for social workers on how to effectively provide customer service. Internal data of Riga Social Service on employee variability show that in 2018, 81 employees were hired in the social service, but 78 employees were released. In 2015, a survey was conducted in which social workers of a Riga shelter were interviewed. Consequently, 20 % of the respondents consider ethical dilemmas and difficulties highly important in decision-making process, among the difficulties faced by employees in everyday practice. To achieve the aim, the concept of ethics, the concept of ethical dilemmas, strategies for solving ethical dilemmas, values of social work, tasks of a social worker in the field of social work, tasks of a social service and social work service were theoretically described. To study the most typical strategies for solving ethical dilemmas of social workers in the conditions of limited personnel resources in the social service, a study was conducted in which 43 social workers in the field of social work were surveyed and 2 senior social workers in the field of social work were interviewed. It was concluded that most typical ethical dilemmas that arise in the conditions of limited personnel resources are personal and professional values and customer values; allocation of limited resources and provision of basic customer needs; telling the truth and respecting customer protection; compliance with laws, regulations and ethical values. Social workers in the field of social work prefer the strategy of solving the process-oriented ethical dilemma while solving ethical dilemmas in the field of social work. Based on theoretical study and conclusions obtained in the research, propositions were developed for social workers in the field of social work for more successful solution of ethical dilemmas and customer service in professional practice.
