The Circular Economy Index as a Response to Climate Change and an Indicator of Our Well-being

Abstract

European Commission has a long history of legislation and policies related to Circular Economy. The Circular Economy paradigm is being more and more explored by researchers and practitioners. Already in 2015, the European Commission approved a very determined circular economy plan, which provided for the creation of new jobs, an increase in investments, as well as the development of competitive and sustainable management, which would base
production on the use of renewable energy resources and would also help achieve the goals of social equalization. Literature shows a lack of research about the assessment phase of Circular Economy strategies in the micro level.
It is essential to find the best solutions for traffic analysis, promotion and methodical.
improvement. The new index is intended for the achievement of these goals and the
involvement of society, for the achievement of the set goals. The “Circulation Economy Index
in Municipalities” methodology is designed for self-assessment of municipalities in Latvia.
The results are compared with objective data and a population survey.
Purpose and benefits: To encourage local governments to responsibly and transparently
integrate the circular economy into their operations, to obtain comprehensive information on
examples of good practice and to popularize them.
The concept of the index: to evaluate globally, using the weighted average, to give a set of
recommendations where it is more profitable to improve one's performance, and to prioritize.
Evaluation and weighting of criteria according to methodology sections:
- municipal functions,
- business environment,
- inhabitants.
This work analyzes the literature on CE evaluation, then offers a reference framework for the
monitoring phase of the CE strategy in municipalities. the methodologies are analyzed
according to their suitability for the evaluation of the system circulation in order to develop a
unified methodology and for the implementation of training measures.
Future research could focus either on expanding this approach to include other assessment
methods, or on validating this proposition in a case study.
