Utility Assessment of Healthcare Financing Model Change in Latvia

Abstract

The aim of the research was to evaluate the utility of Healthcare financing system change – implementing mandatory health insurance system in Latvia. The evaluation was made in accordance with the international health policy guidelines Health 2020 and based on indicators describing the demography, economics and tax policy of Latvia.
Article consist of analyses of benefits and disadvantages of three possible healthcare financing model implementation in Latvia – healthcare funded on general state budget income and both types of compulsory insurance – based on national and free market principles. Research results lead to the conclusion that according to current socioeconomic situation in Latvia and planned reform on tax system, implementation of compulsory health insurance system in Latvia is not suitable. Even more – such change of healthcare financing system can lead to less amount of funds diverted to healthcare, thus making the availability of health care services even worse.
