Provision of social services to citizens is the responsibility of the municipality. However, there are different ways to administer and finance them, which, in turn, affect other aspects related to the use of social services - the ability of clients to choose a service provider, the co-responsibility of clients for assessing the quality of the provided social service, the motivation of social service providers to develop certain types of service, etc. The article will reflect the typical ways of providing direct social support in social policy, in particular, an insight into the advantages of the voucher payment system will be given, as well as the prerequisites and examples of the implementation of this type of social support in the practice of the Riga City Municipality.
